Yes, as long as they are relevant to the RFP.

Responses to questions will be provided as soon as practical. Response times will vary depending upon the complexity of the question.

Yes, pairing resources is acceptable, and multiple parties can be selected in combination to meet the ramp schedule.

Physical energy and capacity are the focus of the RFP. EKPC will consider proposals that are for renewable or emissions-free resources.

Only proposals that include resources that can provide PJM capacity and energy will be considered. However, if a developer wants to aggregate resources elsewhere in PJM and sell a physically backed capacity and energy PPA, that is acceptable.

The RFP is for generation that can provide capacity, but power supply offers will be considered. For capacity, given PJM’s Connect & Manage Bring Your Own Generation rules, Deca Digital prefers new builds.

EKPC and Deca Digital will consider physical capacity proposals.

There is not a maximum or minimum size for BESS proposals.

EKPC will not entertain distribution-sited interconnection projects. Projects that interconnect directly at the large load node or at the transmission level are acceptable.

Evaluation will be based on LCOE, LCOC, PVRR, and the feasibility of the proposal.

Both regulatory and board approval are required. All PPAs would be contingent on these approvals. The regulatory approval could take up to eight months.

There is no requirement at this time.
