Responses to questions will be provided as soon as practical. Response times will vary depending upon the complexity of the question.

CPP will consider battery storage solutions sited at the Kings Mountain Energy Center.

The maximum volume that CPP will consider for the RFP is 50 MW. CPP is seeking proposals for volumes ranging from 25 MW to 50 MW. Respondents may submit multiple proposals for varying MW quantities or submit a single proposal for the volume that best aligns with their capabilities.

CPP would consider contract language that allows for an alternate delivery point. However, acceptance of power at an alternate delivery point would be contingent on CPP timely obtaining firm network transmission utilizing the alternate delivery point with DEC for the full term of the request; if unable, firm energy delivery would be required on the original contract path.

The minimum term CPP would consider for an alternate delivery point is daily, on a business day-ahead basis. All firm energy must be scheduled in accordance with DEC’s scheduling procedures and applicable deadlines.

CPP will consider proposals from hydroelectric resources, provided the resource qualifies as a Designated Network Resource (DNR) on DEC’s system. If the resource is unable to provide the contracted capacity and energy due to hydrological conditions, the Seller will be required to replace the unavailable capacity and energy from an alternate resource. Any alternate resource will be subject to CPP’s ability to secure firm network transmission service in a timely manner. All firm energy must be scheduled in accordance with DEC’s scheduling procedures and applicable deadlines.

The Notice of Intent is not a binding commitment by the Respondent to show a proposal.

CPP prefers proposals that are consistent with the initial requested term of 5-10 years. However, CPP will consider shorter-term proposals if the proposed terms and conditions offer sufficient value.

CPP prefers proposals consistent with the initial start date of January 1, 2028. However, CPP will consider proposals with a later start date if the proposed terms and conditions offer sufficient value.

Respondents submitting an offer solely for the physical power exchange are only required to complete Appendix B.

Duke Energy Carolinas Dixon School Substation 230 kV.   

We are not able to provide a single-line drawing at this time.

There is potential to interconnect at the 18 kV and/or 21 kV level for projects up to approximately 15 MW. Any additional generation capacity would need to interconnect at the 230 kV level. All proposals will be subject to applicable facility and transmission studies conducted by CPP and the transmission provider. Respondents will be responsible for providing all equipment necessary to support the interconnection of their proposed resources.

Respondents are responsible for contacting Duke Energy Carolinas directly to obtain any necessary substation details.

CPP would consider multiple configurations at the Kings Mountain Energy Center either on the low side of the GSU or at the 230 kV interconnection point. The commercial valuation of the projects will be measured by referencing the criteria listed in the CPP 2026 RFP for Power Supply.
