1. Where will questions and responses be posted?

Relevant questions and responses related to the AECC 2023 Request for Proposals for SPP Capacity will be posted on this page.

2. Are all questions submitted going to be posted anonymously?

Yes, as long as they are relevant to the RFP.

3. What is the response time for the RFP Administrator to respond to questions submitted?

Responses to questions will be provided as soon as practical. Response times will vary depending upon the complexity of the question.

4. Would AECC consider extending the RFP Phase 1 deadline to better enable bidders to put forth the best possible proposals?

AECC will accept proposals past the deadline, but the date of submission may be considered in part of the evaluation (quality of proposal).

5. What is AECC's anticipated timing for being awarded and accepting the appropriate designated Network Resource status in a timely manner via the SPP study processes?

AECC expects any accepted proposal to enter the network resource study in May 2024, as part of the SPP aggregate study process, or as soon as practical in early 2024 if the process timeline is changed by SPP.

6. For Proposals for Solar and/or Energy Storage Resources, would a proposal be considered for Long-term, Long-term Proposals that start before December 1, 2028?

Yes.

7. Is AECC interested in acquiring a development project through a Development Asset Sale?

Development asset sale is not preferred but would be considered if it can provide economic, reliability, or strategic benefits.

8. Would you accept a tolling arrangement for a standalone storage asset under which the Seller would operate the battery on the AECC’s behalf?

A tolling agreement is not preferred but would be considered if it can provide economic, reliability, or strategic benefits.

9. For clarity in section 3.1.2 – is AECC’s base assumption that the supplier would take accreditation risk, meaning annual payments under a fixed structure such as $/kW-month can decline if there is a decline in ELCC over time?

Respondents should explain pricing if not intended to be applied to the accreditable capacity of each resource each season.

10. In the RFP it is stated “The capacity and associated energy must be deliverable to AECC’s jurisdictional loads within SPP and be Firm Capacity or Firm Power, per the SPP Tariff and SPP Planning Criteria to assist in meeting SPP’s RAR”, can you confirm AECC’s SPP Load node? I see a node called ‘AECC_CSWS’ in the SPP system. Is this the correct node?

AECC_CSWS is AECC’s SPP load node.

11. It is also stated, “AECC will give preference to energy priced at the SPP South Hub”. Will bids be accepted that settle at either the AECC Load node or SPP South Hub? We can provide pricing for settlement at the SPP South Hub but we want to ensure it is not a requirement to settle the energy at the AECC Load node.

Either location is acceptable in responses.

12. Is an earlier start than 12/1/2028 acceptable for a long-term Solar Proposal? The below language states it must start on 12/1/2028, however, the short-term language states 6/1/2024 “or later”. Want to confirm the language shouldn’t be understood to be “by” 12/1/2028.

Yes.

13. What levels of site control & project readiness are ACES most interested in, and does this vary for short-term vs. long-term proposals?

AECC’s expectation is that short-term projects presently be under the active control of the Respondent or otherwise articulated in that regard and recommend that long-term proposals include the status of site control and readiness.
