Yes, as long as they are relevant to the RFP.

Responses to questions will be provided as soon as practical. Response times will vary depending upon the complexity of the question.

For any entity that submits a proposal and is not currently enabled with CoServ through a master agreement, the enabling process would begin if the proposal advances to the shortlist phase of the RFP.

As currently understood, VPPAs are not backed by a physical resource and would not be would not be eligible; however, Co-Serv cannot know every respondent’s possible structure, and as such, reiterates the requirements of the RFP. CoServ requests proposals from all types of suppliers capable of supplying CoServ with energy from dispatchable physical resources (excluding renewables and energy storage).

CoServ is requesting, and will consider, proposals from a variety of resources and products.

Respondents are encouraged to provide proposals with their best possible pricing so that CoServ can objectively evaluate all bids and determine which proposals provide the greatest benefit to CoServ and its customers. Per the CoServ RFP Schedule, the final selection will be made on or before December 19, 2025. If a shortlisted participant has variables in their proposal that may need refining/updating, those modifications will be considered following the shortlisting of proposals. Any proposal refresh with significant revisions should include an explanation of the reason for such changes. Any proposal deemed to be inconsistent with market movement or for causes not explained may be disqualified.

If there is an ERCOT market design change that introduces a capacity market or similar construct, the respondent’s offer should include these capacity rights associated with the offer of the physical resource procured as part of this RFP. If this is not the case, please clarify.

10-20 years is preferred. Other durations may be considered, especially if they meet CoServ’s reliability needs.

CoServ requests proposals beginning January 1, 2028, but will consider offers starting before and after this date.

Ancillary services are not required to be included in proposals; however, if a respondent wished to include ancillary service offerings as part of a broader proposal, they may do so.

CoServ will consider all proposals for energy from dispatchable physical resources (excluding renewables and energy storage).

CoServ is requesting proposals of up to 300 MW of energy supply year-round (ATC).

Yes, CoServ will consider unit contingent proposals for energy supply backed by physical resources.

Yes, Coserv is looking for up to 300 MW of power-supply, so offers up to that threshold will be considered.
