David J. Tudor
President and Chief Executive Officer

Mr. Tudor is responsible for the vision and management of APM.
Mr. Tudor joined APM in May of 1999, and has helped develop the organization into a national energy risk management and transaction execution company. APM has grown from 4 to 17 cooperative Owners, and also provides services to over 30 Clients in various regions across the U.S.
Mr. Tudor has been in the energy business throughout his career and has experience in both the management of energy assets, and energy trading. Prior to joining ACES Power Marketing, Mr. Tudor, as President of Risk Advisors, LLC, provided risk management advice to several large investor-owned utilities in the development and implementation of their risk management software systems and trading control policies.
Prior to forming Risk Advisors, LLC, Mr. Tudor was the Executive Vice President & Chief Operating Officer of Pacific Gas & Electric Energy Trading, where he managed the commercial operations in the United States and Canada.
Mr. Tudor participates on the Board Risk Committee at Wabash Valley Power Association, and is a Director on the Board of Directors of Western Gas ("WES"), a public corporation, where he also serves as Chairperson of the Audit Committee.

David H. Claspell

“We devote significant resources at APM to analyzing and verifying settlements statements and invoices, one of the activities I am responsible for. We try to ensure that our Owners and Clients are paying and receiving accurate sums.”
Mr. Claspell leads the Back Office function at APM. His responsibilities include oversight of all energy market settlement activities for APM Owners and Clients, as well as oversight of APM internal accounting activities, legal support, human resources, and general administrative functions.
Mr. Claspell has more than 25 years experience in finance, accounting, taxes, and insurance, primarily in the wholesale energy industry. He began his career in public accounting and moved into corporate accounting in the tax department at AMAX Coal Company. He then spent 15 years as financial advisor and controller for one of the nation’s leading generation and transmission cooperatives (G&Ts).
Mr. Claspell understands and appreciates the diverse financial requirements of both the G&Ts and their member distribution systems.
He holds a Bachelor of Science degree in accounting from Indiana State University. Back to top
Jeffrey L. Walker

Mr. Walker leads the Middle Office function at APM. The Middle Office has a primary focus on tracking and mitigating risk, as well as risk reporting, and risk management training and consulting. Mr. Walker’s responsibilities include oversight of all Trading Control, Credit Services, Contract Administration, Regulatory, and Corporate Development functions.
Mr. Walker has been in the energy industry throughout his career with experience in the areas of risk management, trading control, credit, contract administration, finance, power supply planning, financial planning, and accounting. As a Certified Public Accountant, Mr. Walker served as Controller and then Planning & Finance Manager for one of the nation’s cooperative power suppliers.
Mr. Walker joined ACES Power Marketing in February of 1999, and led the design and development of its risk management capabilities to address the wide range of risks facing today’s energy suppliers.
In addition to being a CPA, Mr. Walker holds a Bachelor of Science Degree in Accounting from Indiana University. Mr. Walker was a member of the Committee of Chief Risk Officers (CCRO) on behalf of ACES Power Marketing from mid-2002 to March 2009, and served as a director on the CCRO’s board from October 2003 to March 2009.
Mr. Walker’s years of energy supply experience, combined with his expertise in finance and risk control, give him a unique perspective on the risk management needs of energy suppliers. Back to top
Michael T. Steffes

Mr. Steffes leads the Front Office function at APM. He has oversight responsibility for the trading functions in APM’s Portfolio Management – East and Western Regional groups, as well as oversight responsibility for Origination (medium-term to long-term deals), Structuring (quantitative analysis and modeling), Member-Client Services, Transmission Analysis, Scheduling Services, Fuels, and Environmental Services.
Mr. Steffes offers ACES Power Marketing customers a unique level of management experience in energy trading, having held similar executive positions with Pennsylvania Power &Light, Valero Energy and Hadson Gas Systems. As Vice President of Marketing and Trading for PP&L in Allentown, Pennsylvania, Mr. Steffes led the development of the utility’s unregulated trading subsidiary into a profitable, full-service trading organization.
At Valero Energy, Mr. Steffes helped to pioneer state of the art risk management systems that provided portfolio valuation and calculated value-at-risk, which helped maximize profitability and managed the risk of Valero’s energy business. Mr. Steffes controlled one of the top ten natural gas financial books during the middle-‘90s in both size and financial performance.
At Hadson Gas, Mr. Steffes led one of the country’s leading natural gas marketing and trading businesses with a large physical and financial trading presence.
Mr. Steffes holds a Master of Business Administration degree from the University of Detroit. Back to top
H. Annette Stamatkin

Ms. Stamatkin leads the IT (Information Technology) function at APM, which includes responsibility for Network Services, Information Services and Security. More broadly, Ms. Stamatkin is responsible for overseeing the support of APM’s power and gas risk management systems, multiple ISO/RTO interfaces and settlements systems, WAN and LAN telecommunications, real-time connectivity to member Energy Management systems, website activities, application and database development, and business continuity planning for each of the APM office locations.
Ms. Stamatkin joined APM in June 2000, having held previous executive positions with Wabash Valley Power Association (WVPA) and North Carolina Electric Membership Corporation (NCEMC).
Ms. Stamatkin brings over 20 years of information technology and energy industry experience, including the deployment of customer information systems and call center services to support deregulated retail power markets.
She earned a Bachelor of Applied Computer Science degree from the School of Engineering at Purdue University and is a graduate of the University of Michigan’s Executive Public Utility Program. Back to top
